International Committee of the Red Cross Accompanies Militant Group in Search for Remains of Captives in Gaza

A Red Cross official confirmed that its personnel joined members of Hamas into areas of Gaza still under Israeli military authority to facilitate the search for the bodies of individuals held captive.

Truce Terms and Hostage Bodies Return

As part of the US-brokered ceasefire, which took effect on October 10, Hamas is obligated to return the remains of all Israeli hostages as soon as possible. In exchange, Israel has agreed to hand over 15 Palestinian bodies for every Israeli body returned.

Hamas has to date handed back the remains of 15 of those taken hostage but none in the past five days, as some of those remains are believed to be in locations past the ceasefire boundary marking the temporary truce line.

Red Cross Involvement as Impartial Facilitator

“At the request of the parties, the Red Cross accompanied a party to the conflict as the party looked for the bodies of the deceased individuals past the military-established ‘yellow line’,” said a spokesperson for the organization.

The spokesperson continued: “Those involved to the conflict established the procedures of the operation and entrusted the Red Cross to act as a neutral intermediary. We was had no part in the discussions.”

The official additionally clarified: “Our team was not involved in the search for the deceased nor does it engage in the physical recovery of remains.”

International Legal Standards and Responsibilities

According to global legal norms, it is the duty of the parties involved in a hostilities to search for, collect, and recover human remains.

US Demand and Regional Recovery Operations

Recently, the US president issued a two-day ultimatum to the organization. “They is going to have to begin handing over the bodies of the hostages who died, including two Americans, quickly, or the other countries involved in this great peace will intervene,” he posted on his social‑media platform.

When the two-day window approached, the group, accompanied by the Red Cross, joined teams from Egypt, who were authorised by Israel to search for remains beyond the boundary indicating the withdrawal of troops inside the territory. An official representative said the delegation would use excavator machines and trucks in the search.

Official Verification and Media Coverage

The news was corroborated by an source within Israel, who told local press that Hamas representatives had been permitted to enter sections of Gaza under military authority to look for the remains of hostages, alongside Egypt’s and Red Cross personnel.

“For this purpose, Hamas members were permitted to cross the designated boundary,” the official was quoted as stating.

Footage released by a media outlet seemed to show individuals of a specialized group – part of the group’s armed faction tasked with guarding hostages – escorting a humanitarian transport in a coastal area close to a southern city, which is beyond Israeli military control.

Challenges in Locating Hostage Bodies

Efforts to locate for the remains of Israeli hostages has become one of the most delicate matters in the truce agreed between the two sides. Yet, the attempt to find the bodies has been challenging from the outset, given the existence of an approximate enormous amount of debris across the territory, where, as per health officials, at least ten thousand residents are recorded as unaccounted for, trapped under the rubble.

Diverging Claims on Body Location

Hamas has claimed it lacks information on the precise locations of all the remains, saying it has lost contact with a number of its teams that had been detaining the captives and were allegedly killed during military strikes.

However, an Israeli government spokesperson asserted that Hamas was aware of the locations of the remains. “Should the group exerted greater effort, they would be able to recover the bodies of our captives,” the official said.

American Position and Weapons Surrender Talks

While the American leader has acknowledged that a portion of the bodies are hard to reach, he said that “the rest they can return now and, for some reason, they are not.”

“It may have to do with the disarming of the group,” he noted.

Washington has said it has received assurances from the organization that the group will surrender its arms, though no clear timeline has been set. The militant organisation remains reluctant to give up its arms without firm assurances about the fate of its members.
